Disaster Resilience Scorecard for Cities: Multi-Hazard Early Warning Systems Addendum (MHEWS Addendum)

The Multi-Hazard Early Warning Systems Addendum (MHEWS Addendum) was developed by the UNDRR Regional Office for the Americas and the Caribbean in collaboration with IFRC.

The MHEWS Addendum is a self-assessment tool that supports local governments to comprehensively assess the status, advancements, and gaps of multi-hazard early warning systems at the local level and to improve planning processes to design and implement effective MHEWS. The MHEWS Addendum promotes the development of people- and nature-centred, multi-hazard approaches to early warning systems, and their integration in local DRR and resilience strategies, plans and policies. It is designed to be used by local governments, academia, humanitarian actors, and other stakeholders interested to assess local MHEWS capacities and challenges.

This version of the MHEWS Addendum incorporates feedback from several pilot workshops. It contains questions aligned with the Ten Essentials for Making Cities Resilient and with the components of effective multi-hazard early warning systems. It also builds upon the MHEWS Checklist developed by the International Network for MHEWS (IN-MHEWS).

There are a total of 39 questions, each with indicators that are rated from 0 to 3, with 3 being the maximum possible score. It is recommended for use in a two-day multi-stakeholder workshop.

This addendum is available in different file formats:

  • The Accessible PDF version is made to allow universal access to the document.
  • The Excel tool allows to provide interactive scoring, take note of the assessment rationale, and provide proof for verification. The excel tool can produce visual graphs showing the results of analysis at the end, which can support prioritization, planning and decision making. It complements the narrative provided in the PDF version.
