A tool for disaster resilience planning.
The Scorecard provides a set of assessments that allow local governments to assess their disaster resilience, structuring around UNDRR’s Ten Essentials for Making Cities Resilient. It also helps to monitor and review progress and challenges in the implementation of the Sendai Framework for Disaster Risk Reduction: 2015-2030 and supports the baseline analysis for preparation of the disaster risk reduction and resilience strategies.

FAQ about the Online Scorecard
1. Who can use the Online Scorecard?
Every city worldwide can obtain a free account to evaluate its progress in Disaster Resilience using this Online Disaster Resilience Scorecard for Cities.
If you are a city official, you can request access at https://scorecard.undrr.org/request-access
There are two types of users:
- City Admin – who has the exclusive rights to conduct and edit your city Scorecard and can add/remove other users for your city
- City User – who can only view the Scorecard and related reports
2. What is Online Scorecard?
The Scorecard provides a set of assessments that allow local governments to assess their disaster resilience, structuring around UNDRR’s Ten Essentials for Making Cities Resilient. It also helps to monitor and review progress and challenges in the implementation of the Sendai Framework for Disaster Risk Reduction: 2015-2030 and supports the baseline analysis for preparation of the disaster risk reduction and resilience strategies.
With this online version, you can:
- Create a Scorecard assessment together with your colleagues. You can choose between 1) Preliminary Assessment and 2) Detailed Assessment
- Add DRR action items to address the gaps and improve the city’s disaster resilience
- View your assessment reports. You can choose to keep it private for only city officials or publish it for public viewing. (You can decide if you want to publish only the assessment part or include the DRR action items.)
- Download a copy of your assessment in excel format
- View published reports by other cities, in case they are public
3. What is the difference between this Online Scorecard and the already published Scorecard in PDF and Excel Tool formats?
This online version of the Disaster Resilience Scorecard for Cities replicates the same tool available in PDF and Excel Tool formats, except that you can conduct the assessment online and can publish the report for public viewing.
4. Can I have multiple assessments completed on the Online Scorecard?
Yes, you can. But you are allowed to have only one ACTIVE assessment at a time. Once you have completed an assessment, you can then start a new one. You can delete older versions.
5. Is the Online Scorecard available in languages other than English?
Yes, in several languages. You can choose the language from the dropdown list on top of the screen.
6. How to use online scorecard? (A guide for City Admin)
- Get access
- If you are a city official, you can request access at https://scorecard.undrr.org/request-access.
Your request will be reviewed and approved by the UNDRR Online Scorecard team. Once your request is approved, you will be able to login to start the online assessment and can grant subsequent access to other members of your city. - If you already have the log-in, you can start the assessment
- If you are a city official, you can request access at https://scorecard.undrr.org/request-access.
- Start an assessment
- You can start an assessment by selecting either a preliminary or a detailed assessment from the ‘Home’ or ‘Scorecard’ page
- Fill in the information of the person in charge of this Scorecard assessment
- Fill in the information about your city in ‘City Information’. You can upload existing DRR plan/strategy here for reference
- Begin your assessment by clicking the circles responding to the 10 Essentials
- For each question, you are required to select your answer (0-3 for the preliminary assessment or 0-5 for the detailed assessment) and provide means of verification (explanation and evidence) for your selected answer.
- For each question, you have an option to add relevant DRR action items that can improve your city progress. Entering action items will help you develop a DRR action plan. You can identify responsible institutions for this identified action. Adding smart indicators will also help you monitor your progress over time
- There are a total of 47 questions for the preliminary assessment and 117 questions for the detailed assessment. If any question is not applicable to your city, you can select ‘N/A’ as your answer. The system will then exclude this question from the overall assessment result. For example, if you are a landlock city, the question related to seaport will not be applicable to your city
- Once you complete the assessment of all available questions, your report will be marked as ‘COMPLETED’. Your completed report is private and viewable only by your city users.
- Publish an assessment
- Click 'PUBLISH' to make your city report public and visible on this Online Scorecard platform. You can decide if you want to publish only the assessment part or include the DRR action items. Publishing your city's scorecard assessment and action items will help other cities learn from your experience
- You can edit your report at anytime
- View Report
- You can view all published reports from cities around the world. Your own reports are not visible to others unless you make them publicly available
- To view the report, click the ‘Reports’ tab on the top menu bar
- To view your city report, click ‘My city reports’ button
- To view other city’s report, click the name of the city in the table
- Edit report
- Go to your report
- Select ‘edit report’ on the top right-hand corner of your report
- Download report

- Click the icon in the download column after your report

- Select ‘export data’ on the top right-hand corner of your report

7. If you are added/invited to use the online scorecard, how can you activate your account? (A guide for City User)
- If you are added or invited to use the Online Scorecard, you will receive a notification email
- Create the PreventionWeb log-in
- Use the PreventionWeb log-in to sign into the online scorecard platform
- View your city online scorecard assessment
8. Can I use the Online Scorecard for training purpose?
Yes. If you want to use the Online Scorecard platform for training, please go to https://scorecard-training.undrr.org.
